The Jeffrey L. Esser Career Development Scholarship award is aimed at a part-time student pursuing an Associate’s degree or Bachelor’s degree in public administration, (governmental) accounting, finance or business administration, and a career plan in state/provincial or local government finance.

Just like any other scholarship, the committee has determined some eligibility requirements for the Jeffrey L. Esser Career Development Scholarship.
So as to be accepted as a possible scholarship winner, you must:
- Be an undergraduate student who is attending a university, a four-year college or two-year college
- Have a minimum of 3.0 GPA
- Be a citizen of the USA or Canada
- Must study part-time
The scholarship is restricted to students studying Accounting, Finance, Public Policy, and Administration.
The eligibility requirements for the award also include that the applicant is employed at least three years by one or more state or local governments.
A student who has been a past winner of a scholarship program administered by the Government Finance Officers Association of the United States and Canada is not eligible to apply.
